This position is in Engineering and Operations Group, Office of the Chief Information Officer (OCIO), Office of the Managing Director(OMD), Federal Communications Commission (FCC) located in Washington, DC. Major duties
As Systems and Cloud Engineer, the incumbent serves as a senior technical authority within the Engineering and Operations group, providing expert systems and cloud engineering expertise across the FCC's full technology environment. Designs, engineers, implements, and sustains complex enterprise systems including server environments, virtualization platforms, storage systems, identity and access management platforms, directory services, and cloud-hosted infrastructure in FedRAMP-authorized environments. Ensures that all systems are architected for high availability, fault tolerance, scalability, and security compliance with zero-trust architecture principles consistent with OMB M-22-09. Leads systems modernization and cloud migration engineering initiatives, developing detailed technical designs and implementation plans for migrating FCC on-premises enterprise systems to FedRAMP-authorized cloud platforms. Evaluates existing systems architecture, identifies modernization candidates, and develops migration strategies that minimize operational risk and service disruption while advancing the FCC's cloud-native infrastructure objectives. Designs, engineers, configures, and maintains enterprise systems across Windows Server, Linux distributions, virtualization platforms (e.g., VMware), and enterprise storage systems. Ensures system baselines meet performance, security, and resilience requirements, consistent with E&O engineering patterns. Provides senior engineering support for complex incident resolution, serving as the escalation point for infrastructure and systems incidents that cannot be resolved through routine operations. Diagnoses and resolves complex systems failures, performance degradations, and configuration issues across the FCC's enterprise systems environment. Serves as a senior escalation point for high severity incidents impacting systems, cloud services, identity infrastructure, or hybrid integrations. Performs root cause analysis, permanent corrective actions, and system engineering remediation aligned with the problem management requirements.

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. Attention to Detail/Customer Service/Decision Making/Information Management/Interpersonal Skills/Oral Communication/Problem Solving/Teamwork/Technical Competence AND In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 level in the Federal service. Specialized experience is defined as follows: Specialized Experience 1.Experience leading technical projects, evaluating existing systems architecture, and making architectural decisions to ensure the security and scalability of software and cloud solutions ( Zero Trust implementation (identity segmentation, policy enforcement); Infrastructure as Code automation (Terraform, Bicep, CloudFormation); FedRAMP/NIST/FISMA‐compliant security implementations; and Engineering documentation and DR/COOP support.) 2.Experience designing and implementing complex enterprise systems including server environments, virtualization platforms, storage systems, and identity and access management platforms( Enterprise systems engineering (Windows/Linux/virtualization/storage); IAM engineering (AD/Entra ID, SSO/MFA/PAM); Troubleshooting complex systems/cloud incidents; and Deploy and managing cloud-based networking, firewalls, and security). 3.Experience evaluating engineering assessments of emerging technologies, cloud services, and systems platforms (Cloud engineering & migration Azure/AWS/GovCloud); Evaluating cloud readiness against FedRAMP; and Assessing technologies for modernization and life-cycle planning ). SME Review Individuals must have IT-related experience demonstrating each of the competencies listed below. Subject Matter Experts will be conducting a scored structured resume review to determine if candidate's resumes demonstrate the required specialized experience and the IT-related competencies. To be eligible for referral to the selecting official, candidates must receive a score of at least 75.56. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
