What you'd do

This position is located in the Operations Division, Office of Human Resources, U. S. Agency for Global Media. It is co-located with the Office of Cuba Broadcasting (OCB) to provide direct support to OCB senior leadership on a variety of Human Resource issues, with primary support to OCB recruitment, workforce planning, organization management.

Major duties

As a Human Resources Specialist, you will be responsible for duties to include, but are not limited to: Develop job analysis and crediting plans to identify the best qualified candidates. prepares vacancy announcements and related documentation. Evaluates qualifications of applicants. Assists managers, supervisors, HR specialists, security personnel, employees, and selectees with suitability, security, and onboarding documentation and processing. prepares preliminary and final offer letters. Provides on-boarding and security/suitability determination forms and links to selectee. assists selectee, as needed with preparing forms and entering on boarding and security/suitability information into automated systems, such as e-QIP. Assists OCB management in preparing personnel action requests.

What you need to qualify

Screen out factor: Applicant must have fluency in both English and Spanish languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration. Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following. Conducted full-cycle recruitment and staffing activities for positions, including job analysis, vacancy announcement development, qualification determinations, candidate assessment, and certificate issuance. Applied Office of Personnel Management (OPM) qualification standards, federal hiring authorities, and merit system principles to ensure compliance with staffing regulations. Coded and reviewed personnel actions and staffing requests for accuracy, regulatory compliance, and alignment with organizational workforce requirements. Utilized automated staffing systems to manage recruitment actions, track applicant status, and generate hiring reports and metrics. Delegated Examining Certified is preferred.
