This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a/an Human Resources Specialist (Compensation & Benefits), you will be you will be providing leadership in developing, directing, and evaluating DO human resources policies and programs.
Major duties
As a Human Resources Specialist (Compensation & Benefits), you will: Provide leadership and technical expertise in the development, update, and administration of Treasury's compensation and employee benefits programs. Provide expert advice to senior management on pay setting, pay determination, and benefits management, and conducts policy and project development studies. Studies involve benchmarking other agencies (FIRREA and non-FIRREA) and recommending program improvements or the deployment of new initiatives. Serve as the principle benefits specialist, performing a variety of benefits administration and management functions, and serve as the COR for agency sponsored Employee Assistance Program and non-title 5 benefits such as vision, dental, and 401K. Provide guidance and training to managers and employees on all aspects of benefits programs including: retirement, open enrollment, and changes to benefits plans and plan provider issues. Determine the need for and takes the lead in preparing DO policy and appropriate issuances, operating guidance, employee communications, training materials, marketing strategy, etc. in connection with assigned program areas and or projects. Keep abreast of all new and revised statutes and policies as determined by changes to USC, 5 CFR, Executive Orders, and public laws related to HR, particularly those related to benefits and compensation administration. As the point of contact for the OFR compensation program, analyze and recommend program improvements for pay design and structure, implementation, and administration that include full consideration of sound pay practices. Identify short and long-term program needs. Develop compensation models for project merit pay matrixes and overall costs for merit cycles. Coordinate implementation activities with DO's human resources servicing agent, i.e., ARC. Provide expert advice and consultation to DO senior management staff and other Human Resources staff policy and project issues. Interpret policies, and as necessary, revises and clarifies issuances. Prepare briefing materials and participates in conducting briefings for senior staff on various human capital initiatives.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.Specialized experience includes: - Experience with the concepts, principles, practices, laws, or regulations of a wide range of compensation programs (i.e., premium pay; multiple pay systems, etc.) ; and employee benefit (i.e., Thrift Savings Plan, retirement; etc.) ); AND -Performing analysis on business processes to develop reports, recommend program improvements, develop and conduct training. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
