What you'd do

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Major duties

This position is located in the Human Capital Strategy, Staffing and Employment Division of the Office of Human Resources, Office of the Chief Administrative Officer (OCAO), in the United States Capitol Police (USCP). Provides the full range of staffing, recruitment, and placement services including innovative, and proactive recruiting strategies. Identifies and addresses complex human capital issues related to recruitment and placement and applies new approaches to resolve issues (hard to fill, etc.) Provides subject matter expertise regarding federal staffing, recruitment, compensation, position management, and organizational design. At the full performance level, advises, assists, coaches, and counsels management on the day-to-day administration of assigned programs and ensures compliance with Departmental policy and HR best practices. Assists in developing or modifying policy and standard operating procedures to ensure organizational efficiency. Develops vacancy announcements using an automated system; reviews applicant qualifications; and develops certificates of eligibles, assessment tools, interview guides, etc. Develops and deliver briefings, project papers, and correspondence. Performs research on employment and staffing issues, correlates, and analyzes data, and recommends appropriate action and potential alternatives.

What you need to qualify

In order to qualify, you must meet the education and/or experience requirements described below. For the CP-7 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-06/GS-8 level which is in or directly related to the line of work of the position to be filled. Specialized experience for this grade level is defined as: providing support to management officials in the areas of staffing and employment, including developing vacancy announcements through an automated system. For the CP-8 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-07/GS-9 level which is in or directly related to the line of work of the position to be filled. Specialized experience for this grade level is defined as: in addition to the experience specified at the previous grade, experience handling routine staffing matters from start to completion (vacancy announcement through final job offer). For the CP-9 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-08/GS-10 level which is in or directly related to the line of work of the position to be filled. Specialized experience for this grade level is defined as: in addition to the experience specified at the previous grades, experience staffing positions through special authorities (i.e., direct hire). For the CP-10 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-09/GS-11 level which is in or directly related to the line of work of the position to be filled. Specialized experience for this grade level is defined as: in addition to the experience specified at the previous grades, experience developing and/or validating complex assessment tools and methods and developing staffing policy and/or standard operating procedures.
