This vacancy is for a GS-1173-9, Local Housing Officer located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SECTOR NORTHERN NEW ENGLAND SOUTH PORTLAND ME in SOUTH PORTLAND, Maine.
Major duties
You will serve as a Housing Management Specialist and be responsible for the administration, operation and management of the Coast Guard Leased and Owned Housing programs, Unaccompanied Personnel Housing (UPH) barracks management for the Area of Responsibility (AOR). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Responsible for developing management plans, directives and procedures concerning the operation and utilization of housing assets, planning, scheduling, and coordination of all major activities for housing projects and facilities. Responsible for the development, implementation and execution of a comprehensive housing inspection program for family and UPH housing facilities in accordance with Coast Guard housing policies. Responsible for the development and implementation of an effective occupant relations program to encourage a high level of occupant cooperation and pride. Develops and implements overall activity plans and procedures for housing assignment, eligibility, termination and referrals. Represents the Coast Guard at meetings, conferences with management representatives, local officials, and tenants on matters relating to the management and utilization of the owned and leased housing assets. What you need to qualify
To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Developing guidance/implementing instructions for local housing officers and activities. Conducting long range planning activities for owned/leased housing facilities. Evaluating housing program objectives and identifying the most economical/efficient management practices to use. Conducting/developing management studies to determine funding/material requirements for the management/utilization of housing assets. OR at least one of the following if using education to qualify at this grade level: (A) Master's or equivalent graduate degree; OR (B) 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Housing Management. OR (C) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
