Human Resources Specialist
What you'd do
This position is within the Office of Human Resources. As a Human Resources Specialist, you will be responsible for carrying out position management, position classification, and recruitment and placement functions for the National Nuclear Security Administration. This announcement will close on July 31, 2026 or once 75 applications are received, whichever occurs first.
Major duties
As a Human Resources Specialist, you will: Manage a position's lifecycle, from initial organizational design and classification to sourcing, assessing, hiring, and onboarding candidates for SES, SL, ST, Competitive Service, and Excepted Service positions. Provide consultation and guidance to executives, managers, supervisors, and employees by interpreting and applying federal Human Resources laws, regulations, policies, and Department of Energy guidance affecting multiple human resources functional areas. Develop recommendations on federal human resources matters involving position management, classification, recruitment and placement, and compensation to management officials.
What you need to qualify
You must meet all eligibility and qualifications requirements by the closing date of the job announcement. To qualify for the NQ-2 level, you must possess: A Master's or equivalent graduate degree; Two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B or J.D., if related. NOTE: You must submit a copy of your transcripts. OR One year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service (i.e. NQ-1 or GS-7).Specialized experience for this position is defined as experience interpreting and applying federal human resources management principles, concepts, regulations, and practices in the areas of federal position management and classification or federal recruitment and placement. Examples of qualifying experience include: Interpreting and applying position classification standards to positions and determining the correct pay category, occupational series, title, and grade level; preparing evaluation reports; and discussing findings with management officials and employees. Developing job analyses, advising on assessments, drafting job opportunity announcements, reviewing applications for eligibility and qualifications, issuing certificates, setting pay, extending job offers, and processing personnel actions. OR A combination of education and experience that when combined meet 100% of the requirements. Note: You must submit a copy of your transcripts. Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-1) or GS-7. CTAP/ICTAP candidates: CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
