TELECOMMUNICATIONS MANAGER
What you'd do
You will serve as a TELECOMMUNICATIONS MANAGER in the Naval Computer and Telecommunications Station (NCTS) Guam of NAVAL COMP TELCOM AREA WESTPAC.
Major duties
You will perform the full range of first-line supervisory and managerial responsibilities for an integrated military and civilian workforce. You will Provides direct supervision to civilian department heads (2x GG-13, 2x GG-12) and technical direction to military officers (3x O-3/4). You will manage organizational changes and directs departmental operations with administrative and managerial oversight for a workforce of approximately 200 personnel You will assign work based on priorities and employee capabilities, develops performance standards, and evaluates employee performance. Provides technical and administrative oversight, advice, and instruction to ensure mission accomplishment. You will address and resolves complaints, effects disciplinary measures, and serves as the command’s representative when negotiating with local union bargaining units. You will be responsible for the technological planning and supervision of the command’s long-range operational capabilities.
What you need to qualify
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1. Provides direct supervision and managerial oversight for an integrated military and civilian workforce of approximately 200 personnel. Manages department heads (GG-13/GG-12) and provides technical direction to military officers. Handles all aspects of personnel management, including performance evaluations, disciplinary actions, and union negotiations. Serves as the command's senior expert for the planning, programming, and modernization of all Command, Control, Communication, Computers, and Intelligence (C4I) systems. Ensures the reliability of critical infrastructure, including Large SATCOM Gateways and Base Communications. Represents the command as the senior technical authority in high-level meetings with agencies. This position is within the Work Category Supervision & Mgmt. at Work Level III, Series and Grade GG-0391-14.
