What you'd do
As the Network and Communications Management Division Director in GSA IT, you will provide leadership and oversight of government and contractor performance to orchestrate IT service delivery of digital infrastructure technologies, including, data/voice/video network, telecommunications, remote access technologies, and audio/visual communications management. Major duties
We are currently filling one vacancy, but additional vacancies may be filled as needed. Provides leadership and oversight of government and contractor performance to orchestrate IT service delivery of digital infrastructure technologies, including, data/voice/video network, telecommunications, remote access technologies, and audio/visual communications management. Work involves managing one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects. Determines needs, scope, and priorities of projects to support the organization as well as a wide variety of supporting business functions, taking into account the full range of technological, economic, business, and political factors that may have an impact. As appropriate, develops, implements, and ensures compliance with plans, policies and standards, infrastructures and architectures that establish the technical operational platform of the technical service portfolio. Evaluates business system requirements, assesses policy needs, and develops policies to govern IT activities throughout the organization. Takes a leadership role in resolving problems and taking actions to advance the fundamental goals and objectives of programs when intense resistance is encountered due to significant organizational or philosophical conflict, competing objectives, or major resource limitations. Undertakes or directs special studies. Prepares, supervises, or directs the preparation of special reports or position papers involving broad aspects of IT concern. Develops proficiency in contract/subcontracting management, particularly managing different types of contracts, such as Cost, Firm Fixed Price, Time and Materials, Research and Development, Hybrid, Interagency, Operations and Sustainment, etc. Oversees the effective delivery of IT services in support of Division responsibilities through contract management and oversight in coordination with one or more Contractor Officer Representative (COR), Contract Specialist (CS) and Contracting Officer (CO). Ensures effective conduct of financial management of a Division through planning, formulation and execution of a budget, including alignment with the technology business management framework. Directs the work of the division. Provides technical and administrative supervision to and oversees the daily operations of the organization. Ensures agency policies and priorities are followed. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completing work. Develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures (e.g., warnings and reprimands) and recommends action in more serious cases. Interviews candidates for vacant positions in the unit and recommends appointments, promotions, and reassignments. Identifies and provides training needs. Finds ways to improve production and/or increase the quality of work of the organization directed. Carries out Equal Opportunity policies and program activities.

The GS 15 salary range starts at $160,836 per year. Locality pay will be determined upon selection. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience applying interrelationships of multiple IT Specialties and technology lifecycle management; acting as an authoritative IT related program expert, providing advice and guidance for effective execution; developing and articulating a vision, strategy and goals for a technology-focused program or organization; leading multiple cross-functional teams that provide or support delivery of modern technology or digital product(s), platforms or services; building relations and alignment with customers and stakeholders; and advising senior leadership on technology strategy, modernization efforts, and future investments and initiatives.
