Major duties
The incumbent of this position will serve as a Desk Officer and, as such, will: Lead and manage nationwide investigative programs, strategic initiatives, and special projects, ensuring alignment with OIG priorities, CIGIE standards, DOJ guidance, and applicable laws and regulations. Develop, implement, and evaluate investigative policies, quality assurance programs, inspection activities, and operational guidance to strengthen program effectiveness, consistency, and mission performance across field offices. Serve as a senior headquarters advisor and technical expert on complex investigative, operational, and program management issues, providing recommendations to executive leadership and resolving sensitive, high-impact matters. Represent the Office of Inspector General with senior agency officials and external partners, fostering strategic relationships and coordinating initiatives with Federal, state, and local law enforcement, oversight organizations, and other stakeholders. Plan, direct, and conduct training, outreach, analytical studies, and program evaluations, identifying trends, improving investigative operations, and promoting continuous organizational improvement. Oversee executive-level reporting, external communications, and special investigative assignments, ensuring timely, accurate reporting, compliance with Federal requirements, and support for internal criminal and administrative investigations, as assigned.

SPECIALIZED EXPERIENCE STATEMENT: GS-14: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: independently planning, organizing, and prioritizing work related to: the application of a wide range of complex investigative concepts, techniques and practices in conducting criminal investigations; extensive knowledge in applying the U.S. Criminal Code, Attorney General Guidelines, and Agency investigative policy; experience in analyzing and tracing complex financial records; skill in written and oral communication, and the ability to analyze and evaluate program policies and make recommendations in order to further the organization's strategic objectives; ability to speak and write in Spanish is preferred. MEDICAL REQUIREMENT: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early retirement. Applicants are obligated to abide by the Lautenberg Amendment which requires applicants to disclosed whether they have ever been convicted of a misdemeanor crime of domestic violence within the meaning of the statute. If convicted, you will be ineligible to occupy this position unless you received a pardon or your conviction was expunged or set aside.
