Deputy Chief Financial Officer
What you'd do
The U.S. Small Business Administration was established to protect the interests of small business concerns and to preserve free competitive enterprise. The Deputy Chief Financial Officer supports the Agency's mission by providing enterprise financial management, budget oversight, internal controls, financial reporting, and performance integration that sustain public trust and statutory compliance. Recruitment or relocation incentives may be authorized.
Major duties
Directs the day-to-day operations of an approximately 100-person financial management organization, setting priorities across budget, accounting, financial reporting, internal control, credit modeling, and data functions, and holding four senior executives and their divisions accountable for results. Leads the Agency's financial reporting and audit remediation effort, directing preparation of reliable financial statements, correction of audit findings, and the evidentiary record the external auditor needs to render an opinion. Oversees Agency-wide internal control and enterprise risk management, directing risk assessment and deficiency remediation across divisions and giving Agency leadership a clear, contextualized picture of fiscal and operational risk. Directs budget formulation and execution and credit program financial management, including subsidy cost and credit loss estimation across loan portfolios with differing structures and evidentiary standards. Oversees the Agency's grants and acquisition management function, directing acquisition advisory support to program offices and the Agency's role as technical representative on grants policy. Guides modernization of financial systems, data integration, and self-service reporting, working with the CIO and program leaders so that financial, acquisition, and program systems produce accurate, timely, and secure information for decision-makers and oversight bodies. Advises the CFO and Agency leadership on the financial implications of new or proposed legislation, regulation, and policy, including effects on credit programs, subsidy costs, and long-term resource needs. Resolves cross-functional issues that span multiple divisions, exercising judgment about which matters to elevate to the CFO, and acts on the CFO's behalf in internal leadership forums when delegated. Manages the organization's health, assessing whether structure, grades, and reporting relationships fit the work, and advising the CFO on workforce planning, leadership continuity, and succession.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated executive experience directing the budget, accounting, and financial reporting operations of a large organization, including oversight of a grants and acquisition management function. This includes producing reliable financial statements, correcting deficiencies identified in audits, providing auditors the support needed to render an opinion, directing procurement and grants management support, and using financial information to inform major leadership decisions. TQ 2. Demonstrated executive experience directing the design and improvement of financial systems and processes and overseeing an organization-wide internal control program. This includes working with technology and program leaders to produce accurate, timely information; directing risk assessment and corrective action across multiple units; and, for credit or loan portfolios, overseeing the estimation and reporting of expected losses or subsidy costs across systems and portfolio types. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
