What you'd do

You will serve as a MANAGEMENT ANALYST in the BUSINESS INTELLIGENCE & DATA ANALYTICS DEPARTMENT, HUMAN CAPITAL MANAGEMENT GROUP of NAVAIRWARCENWPNDIV CHINA LAKE.

Major duties

You will perform analyses of administrative and management issues to identify significant factors, develop a plan of action, gather pertinent data, and develop new, custom applications with applicable data management to meet customer needs. You will translate abstract business requirements into functional, adaptable tools that enable leadership at all levels of the command to make informed decisions and to improve the efficiency of their organizations. You will engage in active dialogue with customers and stakeholders to develop comprehensive view of current practices, issues at hand, and targeted solutions. You will employ fact-finding, investigative, and analytical techniques to identify and evaluate not only the capabilities that are being sought, but the capabilities that are needed to meaningfully benefit the customer mission. You will create custom applications by applying skill with the Power Platform (PowerApps, Power Automate, PowerBI), as well as develop and maintain SharePoint environments, Dataverse, websites, databases, and dashboards. You will analyze operations and pre-existing capabilities to determine how applications may be integrated and future-proofed in order to evolve effectively with the business needs. You will plan the dissemination strategy for sharing information and data timely using appropriate mechanisms and practices.

What you need to qualify

DA-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09/10 grade level or pay band (DA-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing problems to identify significant factors, develop plans of action, and recognize solutions; 2) Independently identifying and utilizing the appropriate tools/tests (e.g., spreadsheets, surveys, focus groups, statistics, research, etc.) to develop and test hypothesis; 3) Independently working with and gathering data from employees at all levels and from diverse backgrounds; 4) Skills in creating useful data visualizations using any of the various data visualization tools (Qlik, Power Platform, Jupiter, or Excel); 5) Communicating orally and in writing to develop accurate, well-organized presentations and written reports for an organization. DA-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09/10 grade level or pay band (DA-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Independently utilizing statistics and statistical tools to gather data from employees at all levels and provide science-based insights into patterns and trends; 2) Analyzing administrative and management problems to identify significant factors, develop plans of action, and recognize solutions; 3) Skill in designing database tables and structures; creating views, functions and stored procedures; and creating database triggers for use in automation; 4) Skills using Power Platform (PowerApps, Power Automate, Power BI), Word, Excel, PowerPoint, Access, and Outlook, Adobe Acrobat, Adobe Dreamweaver and Python and "R" statistical software; 5) Ability using data to influence decisions and decision makers; 6) Ability communicating effectively during high stress situations.
