THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for aT5 GUIDANCE COUNSELOR , Position Description Number PDT5228000 and is part of theSC MILPO, South Carolina National Guard.
Major duties
This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch. The purpose of the position is to provide a full range of general education and career development counseling and assistance to DoD civilians, military personnel and dependents of the command and attached organizations. Work involves administering, supervising, promoting, coordinating, conducting, and evaluating programs, activities, or opportunities designed to provide individualized career-related or self-development education plans.

AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. This position is open to Area 1 Only. Please note that applicants outside of these categories may not be considered. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) Applicants who meet one of the DoD Priority Placement Program categories below are eligible to apply with this preference. GENERAL EXPERIENCE: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. SPECIALIZED EXPERIENCE: 1-year equivalent to at least GS-7. CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. 2. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. *3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
