Major duties
As a Security Specialist (Director, Human Factors Threat Management), NQ-0080-04, you will: Provide overall leadership for personnel security, insider threat, and related physical, technical, cyber, and industrial security programs for Naval Reactors. Develop and carry out security policies and procedures to ensure they are effective and meet all national security, legal, and Department of Energy and Department of the Navy requirements. Serve as the manager and spokesperson to interpret Federal guidelines and regulations. Review cases that involve negative or concerning information, decide who is eligible for access authorization, and oversee formal review and appeal processes. Ensure all decisions follow required laws, regulations, and timelines. Leads and oversees the Naval Reactors Insider Threat Program (ITP), ensuring compliance with Department of Energy and Navy requirements, applying risk-management principles, and directing insider threat detection, analysis, mitigation, reporting, and training activities. Develops, approves, and implements security policies, procedures, and guidance for personnel security, insider threat, and integrated security programs, and provides authoritative advice to senior leadership on complex or novel security and adjudicative issues. Directs HSPD-12 credentialing and visit request operations and maintains liaison with internal and external stakeholders (including other Federal, military, and foreign partners) to safeguard Naval Nuclear Propulsion Program (NNPP) personnel, facilities, and assets.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-03 (GS-14) in the Federal service. Specialized experience for this position is defined as meeting the following: Experience applying and interpreting Federal personnel security regulations and procedures, serving as the final technical authority and strategic leader on all related security matters; Leading, evaluating, and providing authoritative guidance on Federal personnel security policies, procedures, and practices; Developing and implementing effective, innovative security strategies for complex organizations.
