The primary purpose of this position is to serve as a HQ Air Force Test Center (AFTC) Lead Human Resources Specialist (Personnel Programs) at the 96th Test Wing, Eglin AFB, FL.
Major duties
Performs technical and administrative team lead duties over employees on a regular and recurring basis for 25% or more of the time, identifying, distributing, assigning, and balancing workload and tasks amongst employees by skill level, proficiency and/or occupations specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development. Establishes, defines, and implements requirements for the pre-employment team to ensure operations align with regulatory requirements, federal law, policy, and processes to support goals, and mission requirements. Provides installation level human resource advisory services to management at all levels. Conducts meetings with management officials to discuss work status, obtain feedback on civilian personnel programs, and to stay informed or collaborate on issues such as new or emerging workload, long-range workforce planning, recruitment, retention, and other personnel programs. Prepares reports or findings and provides administrative guidance and technical advice to leadership, human resource specialists, human resource liaisons, and functional offices.

In order to qualify, you must meet the Administrative and Management Positions, experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include the ability to plan, organize, lead functions, mentor and motivate the staff of an organization. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organization strategies and performance. IDEAL CANDIDATE: The Lead Human Resources Specialist position is to serve as a Team Leader responsible to their higher-level supervisors/managers for assuring work of the assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities. Exercises Lead Personnel Program Manager responsibilities over Civilian Personnel Programs and as senior subject matter expert performing duties of researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs for the Civilian Personnel Flight (FSC). The position performs official team lead duties over subordinates with primarily journeyman level job experience by directing/overseeing projects, assignments and performing work assignments and/or studies encompassing the Civilian Personnel Office and assigned units. Program development and oversight includes one or more of the following: Staffing, Affirmative Employment in overall support for the Force Support Squadron (FSS) mission and functional responsibility. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization. 2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organization strategies and performance. 4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. 8. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
