SAFETY AND OCCUPATIONAL HEALTH MANAGER (Ground Safety Manager)

The primary purpose of this position is to manage the AFSC-level ground, safety and occupational health program for a multi-mission Center involving ground aviation, industrial safety and occupational activities. Advise and direct policy and procedures for Hill, Robins, and Tinker AFB and advising AFSC personnel at Geographically Separated Units (GSU) on safety issues.
Major duties
Plans, reviews and tracks Center-level Safety projects/processes and suspenses to ensure accurate and timely information is provided to Center-level command staff and higher headquarters organizations regarding initiatives in safety improvement plans and programs. Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse AFSC ground safety program affecting a complex multi-mission Center. Reviews Class B, C, and D mishap investigations conducted by AFSC Wing and Complex Safety Offices for release by designated authority. Prepares Center supplements to regulations, instructions and manuals defining mishap prevention, handling, and storage procedures and Safety program management responsibilities based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies affecting personnel. Composes for Center-wide use articles on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
What you need to qualify
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Qualification Standard for Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Undergraduate or Graduate Education in the major course of study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, directing, and evaluating comprehensive ground safety programs and processes for a complex, multi-mission organization; reviewing and tracking mishap investigations (such as Class B, C, and D) for accuracy and command release; developing and preparing organizational supplements to higher-headquarters safety regulations, instructions, and manuals regarding mishap prevention and hazardous materials; and composing safety-related communications and guidance on a wide range of operational hazards (e.g., traffic safety, hazardous material storage, and emergency procedures).". NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 2. Extensive knowledge and skill in communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Extensive knowledge of basic safety standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 4. Extensive knowledge and skill in standard training techniques, methods, and materials sufficient to develop formal training and instructional sessions. 5. Strong ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
