What you'd do

This position serves as a Wage and Hour Specialist located within the Wage and Hour Division (WHD); Office of Policy; Division of Regulations, Legislation, and Interpretation. The incumbent functions as a recognized authority and senior advisor tasked with formulating, developing, coordinating and disseminating official agency interpretations through opinion letters, regulations, and other directives that clarify complex and potentially controversial nationwide policies governed by the WHD.

Major duties

As a Wage and Hour Specialist, you will perform the following duties which are not all-inclusive: Serves as a recognized authority and senior advisor to WHD senior management officials on unique, highly visible, and politically sensitive wage and hour policy interpretation and the development of opinion letters. Formulates and develops written products that articulate, interpret, and explain unique and highly visible controversial and sensitive agency policies, programs and research findings that have nationwide impact on the Agency's ability to achieve its mission. Leads other staff in the conduct of major and unprecedented developmental and exploratory studies on selected interpretive issues and program initiatives to identify problems and develop policy and regulatory and interpretive options; Assesses the need for, undertakes plans, conducts, and supervises or leads others in analyzing, developing, and recommending policy options for implementation of new or revised interpretations; Coordinates and manages projects by developing timelines, drafting responsibilities, and scheduling of deliverables. Originates approaches in developing and explaining authoritative interpretations of statutes, regulations and program policies of the WHD in response to legislative or judicial action new or revised regulations, policies or programs, internal analyses, and requests from national and regional organization or associations and WHD field staff. Researches and prepares technical program information and prepares for, conducts, and analyzes fact-finding and public hearing and public rule making records on proposed WHD regulations.

What you need to qualify

You must meet the Specialized Experience to qualify for Wage and Hour Specialist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. This position has an Individual Occupational Requirement (IOR). In addition to meeting the Specialized Experience below, the applicant must also meet the IOR in order to be found qualified. Must Possess at least TWO of the following THREE specialized criteria requirements: General knowledge of Federal wage and hour labor laws, industrial occupations, wage scales, employment practices, or salary and wage administration practices. Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters. Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements. In addition to the criteria specified above applicants must have knowledge of and ability to apply the provisions of Federal wage and hour labor laws pertaining to wages, hours of work, or related conditions of employment. Examples of qualifying specialized experience include: Developing, interpreting, or applying policies, procedures, and operating standards in determining compliance for an organization or government-based program. Conducting interviews and providing information about laws and/or regulations. Industrial personnel or salary and wage administration or responsible work in a certified public accounting firm. Analyzing or applying labor legislation. Reviewing and evaluating operations and procedures through analysis, audits, or surveillance inspections. Federal, State, or self-regulatory agency work involving obtaining compliance with appropriate program requirements. In addition to the criteria specified above applicants must have have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: 1) Experience interpreting Wage and Hour policy and/or compliance practices, procedures, and techniques, as well as an in-depth understanding of top management thinking and philosophy on the WHD programs to prepare, revise, or interpret regulations and other Wage and Hour policy documents such as opinion letters. 2) Experience utilizing knowledge of the policies, regulations, opinions, interpretative bulletins, and judicial decisions related to those Wage and Hour statutory provisions, and of their full program and external impact and implications to provide appropriate advice and guidance, as required. 3) Experience utilizing researching, fact-finding, analytical and problem solving skills to interpret, prepare and revise various Wage and Hour guidance documents, while also maintaining superior written communication skills in developing authoritative, responsive information on WHD policies, procedures and interpretations. 4) Experience utilizing skills in written communication to organize ideas and present findings in a logical manner.
