Major duties

As a Regional Program Director, you will: Provide executive leadership and program direction to accomplish efficient, effective funding and oversight of grantees and regional operations. Direct and oversee a subordinate staff engaged in professional and administrative work and performs supervisory and managerial duties either directly or through one or more subordinate supervisors and/or team leaders. Represent the OHS Central Office's perspective in meetings, conferences, consultations, and work groups to contribute to the formulation and development of new and revised national policy and procedures, and guide materials on various aspects of assigned programs in support of OHS goals. Develop long-range strategies and work plans for the region to carry out legislative initiatives and national goals and priorities aimed at improving effectiveness of the Head Start program. Manage the requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Provide oversight of regional operations to ensure timely and effective funding, monitoring and provision of training and technical assistance to grant recipients. Provide oversight of programs to assess the effectiveness of grantee operations to ensure compliance with regulations, policies, and procedures.

WHAT WE ARE LOOKING FOR Basic Qualifications: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Directing implementation of head start programs policies and procedures to recommend strategies and/or approaches to improve overall performance of the program. Managing the process of reviewing and negotiating grant applications and proposals. Identifying the need for program and management improvements to recommend methods and/or resources to expand or improve the quality of services and/or management practices. Developing work plans to carry out initiatives aimed at improving effectiveness of head start programs. Overseeing the funding of head start programs to make recommendations to leadership. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
