What you'd do

This position is in the Veterans Administration (VA), Veterans Benefits Administration (VBA), Compensation Service (CS). The Veterans Claims Examiner (Senior Quality Review Specialist) reports to the Quality Assurance (QA) Chiefs & Asst. Director for QA; and is a key technical advisor to the QA Chiefs and Asst. Director; will serve as QA Project Manager (PM) and this will include training new QA Consultants.

Major duties

SPECIFIC DUTIES include: Serves as a lead reviewer for national STAR reviews including appeal reviews and special focus reviews including the review of recons from STAR quality reviews and conducts quality reviews of the work performed by Quality Review consultants to provide internal oversight of the VBA national QRT and QA programs. Conducts or leads studies, analyzes findings, and makes recommendations on VBA's Quality Review Team and various QA programs and may develop implementation plans for activation of associated projects, assuring logistical and cost-benefits issues are fully addressed. In-depth knowledge of laws, regulations, and procedures about the administration of claims for VA compensation and related benefits. Gathers relevant data, analyzes it critically, and makes recommendations based on findings using available information resources such as internet tools, manuals, and other reference material. Monitors the work products of VBA national quality review teams and QA programs to recommend program improvements and effect positive changes. Authority to make technical and administrative decisions with regulatory/statutory guidance, regulations, policies, procedures, and/or instructions to carry out the functions that support operations delivery and assist field stations with instructions for implementing policy, procedures, or training. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Serves as an advisor and consultant to the supervisor on precedent determinations involving decisions on individual cases and national issues regarding technical, regulatory, procedural, and operational aspects of Compensation Service. Work Schedule: Full time, Monday through Friday, 8:00AM - 4:30PM Compressed/Flexible: Not Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/03/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: SPECIALIZED EXPERIENCE: One year of experience which includes managing workload related to the application of veteran benefits programing such as compensation, pension, fiduciary, and/or appeals; explaining benefit programs or decisions to multiple audience through various communication means such as orally or in writing. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work, which involves mental rather than physical exertion, is primarily sedentary and requires no special physical exertion. However, there is some walking, standing, and carrying of light items such as papers, books, and claims folders. Carts are used to carry large numbers of claims folders. This will require the incumbent to push or pull the cart from one area to another.
