About the Position: This position supports the J-8 Financial Operations Directorate, Direct Care Financial Management Division, and is available at the following locations: San Antonio, Texas; Falls Church, Virginia; Joint Base Lewis-McChord (Lakewood, Washington); or San Diego, California. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.
Major duties
Analyze and evaluate the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives. Provide subject matter expert advice to program officials and to accountants, budget analyst, and other specialist on financial regulations pertinent to system efforts or program operations. Oversee an accounting program maintaining transactional data totaling $1.3billion in obligation data. Investigate a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions. Conduct programmatic studies to ensure procedural compliance with resource management principles Provide advice and guidance covering a wide variety of financial policies and requirements. Responsible for helpdesk support of financial automated systems, i.e., General Fund Enterprise Business System (GFEBS),Defense Medical Logistics Standard Support (DMLSS), and Funds Control Module (FCM).

Specialized Experience: One year of specialized experience which includes evaluating financial management systems, conducting financial analysis, interpreting financial policy and regulatory guidance and overseeing helpdesk operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
