Supervisory Financial Analyst
What you'd do
The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. AFM is responsible for financial and acquisition systems, cost accounting, capitalization of the agency's portfolio of national airspace system assets, financial reporting, financial internal controls, and oversight of the agency's financial internal controls programs and reimbursable agreements.
Major duties
The Supervisor applies an advanced knowledge of the technical aspects of property capitalization and disposition functions and an advanced understanding of the objectives of the branch. The Supervisory Financial Analyst performs as front-line manager and provides oversight of and direction to branch staff. Plans and assigns work, tasks, and responsibilities, sets priorities, and determines resource requirements; determines goals/objectives and strategies to achieve them; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions, as appropriate. Coordinates with other organizations and managers to accomplish goals and objectives; monitors progress and evaluates outcomes. Reviews and evaluates work produced by the organization to ensure compliance with applicable laws, regulations, policies, and procedures. Establishes and monitors organizational and individual measures to determine success in meeting stated goals and objectives. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Maintains responsibility to senior management for all phases of activities, reporting, and analysis. Work activities are carried out through subordinate staff, to achieve broad objectives set out for each assignment. The incumbent provides oversight for services in the following functional areas: capitalization and disposition of real and personal property located in the Eastern Service Area, ensuring that assets are accurately and timely recorded in accordance with FAA financial policies and procedures. This entails applying knowledge of FAA¿s financial policies and procedures to ensure compliance with capitalization requirements ad to meet timeliness and accuracy metrics. Contacts are internal and external with the organization, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Supports internal reviews of financial/accounting functions to assess quality, deficiencies, and/or non-conformance. Reviews operations to assure the adequacy of internal controls to minimize the risk of fraud, waste, and abuse. Provides direction regarding property accounting and financial management matters, audit support, and accounting policies. Interacts with financial management and policy staff at various levels across the organization and provides guidance to staff and customers. Works with division management to identify and jointly resolve questions and/or problems. Identifies improvements to processes and tools including the Capitalized Assets Processing Tool (CAPS) with the goal to streamline the workflow and incorporate greater efficiencies. Establishes and maintains effective cross-organizational relationships. Coordinates to develop and maintain standard operating procedures affecting relevant business functions. Work is governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Work frequently affects the major subdivision's internal and external customers.
What you need to qualify
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE STATEMENT: Experience advising on financial management concepts, principles, and practices to management on resources required to carry out program responsibilities. Experience working with others, supporting, and leading property capitalization and disposition projects/programs.
