Major duties
Serve as Chief, RTC Safety Office with responsibility for providing leadership, planning, and direction for the environmental and safety programs associated with research, development, test and evaluation technical test missions. Commander's primary technical authority regarding environmental, safety and occupational health issues for high risk operations. Oversee multidisciplinary group of professional Aviation, Explosive, Environmental Safety and Occupational Health Specialists in providing safety review and oversight for a wide variety of unusually complex and sensitive test and evaluation projects. Ensure programs are in compliance with all applicable federal regulations, laws, and directives, as well as all Department of Army standards. Provide technical guidance in safety environmental requirements, procedures and protocols for all test programs. Plans and assigns work to be accomplished and sets priorities.

One year of specialized experience which includes: 1) Managing comprehensive safety and occupational health programs to ensure compliance with standards, national environmental and occupational health regulations; 2) Balancing aggressive testing requirements with strict hazard mitigation and personnel protection measures; and 3) Directing root-cause analyses, mishap investigations, and trend analyses for any aviation, ground, or industrial incidents to prevent recurrences and protect the highly specialized workforce of engineers, technicians, and pilots. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
