What you'd do

The Management Analyst serves as a member of the Director's Staff for the San Diego Regional Office. The primary purpose of this position is to develop recommendations for program officials and supervisors. Provide recommendations of new work methods, procedural changes, system variations. and acceptance of new technology developments that support the Director and Assistant Director of the regional office.

Major duties

Specific duties include: - Perform a variety of analytical, planning, evaluative, and advisory work assignments. - Quantitatively or qualitatively analyze and evaluate the effectiveness of programs or operations in meeting established goals, measures, and objectives. - Produce graphs and/or charts to illustrate a concept, point, or demonstrate the effectiveness of Regional Office programs or business operations. - Provide higher management with reports, evaluated information, and similar products. - Prepare responses to reports and inquiries from internal and external stakeholders. - Perform general office duties including preparation and routing of correspondence, maintaining filing systems, and calendar maintenance. - Provide essential change management functions to minimize the impact of organizational change on the workforce and maximize information sharing. - Serve as a point of contact for local and national media outlets, Veterans, Veteran Service Organizations, congressional staffs, community groups, and professional organizations utilizing various social media platforms. Work Schedule: Full time, Monday through Friday, 7:00 a.m. - 3:30 p.m. Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/07/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; extensive experience conducting detailed analyses of complex issues, mastery of organizational principles and project management, researching, working knowledge of Facebook and Twitter and creating and writing news releases and articles; expert skills information in editing, creating and utilizing various software, technological and social media networking platforms. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
