Major duties

Coordinates tasks with counterpart Defense Finance and Accounting Service (DFAS) Centers and DFAS-HQ as necessary. Serve as an Action Officer to the Site providing strict oversight, research, and timely resolution for all high-level taskers, including Congressional inquiries. Management updates are produced and all inquires are resolved in a timely accurate manner. Possesses strong project management and organizational skills to handle competing high priority tasks. Recommends improvements to enhance customer service including technological changes, telecommunications and automation requirements, and staffing and training needs. Provides research, advice and assistance on customer service inquiries; tracks all outstanding customer service inquiries. Makes recommendations involving substantive impacts on policies, procedures, systems and operations of finance functions. Prepares detailed reports and briefings of customer service operations and identifies root problems in need of further study or correction. Demonstrates excellent written and verbal communication skills with a proven ability to interact with Management Officials. Provides process improvement initiatives based on knowledge and experience with data analytic tools. Provides strategic advisory to formulate and submit recommendations involving impacts on policies, procedures, systems, and operations of financial functions. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

GS-11 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required; Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements. Specialized Experience Is Defined As: Applying financial fact-finding and investigative techniques/policies to perform studies and analysis of data through statistical process control; Developing and monitor budgetary execution to spend plan targets. GS-12 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Independently managing high visibility inquiries, developing customer service program goals and surveys to measure customer satisfaction for the network, recommends improvements to enhance customer service including technological changes, telecommunications and automation requirements, staffing and training needs; and presenting data driven policy recommendations to Senior Leadership. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
