Major duties
As a Human Resources Specialist (Workforce Relations), NQ-0201-03 , you will: Serves as a senior human resources professional and workforce relations subject matter expert, providing technical guidance and advisory services on a wide range of sensitive, difficult, and complex personnel actions. Provides analytical and operational support for workforce relations programs and initiatives within the Naval Reactors Program, including the development, implementation, and evaluation of procedures and guidance. Collaborates with the Workforce Relations Branch Chief and team members to plan, administer, and improve workforce relations activities, such as work-life programs, performance management, employee recognition, employee benefits, and resolution of employee issues. Assesses workforce relations trends and issues to recommend strategies that enhance organizational effectiveness, employee morale, motivation, and productivity, and supports leadership in implementing approved solutions. Serves in a Department of Energy position that is permanently utilized on a non-reimbursable basis by the Department of the Navy, performing additional workforce relations and human resources duties as assigned.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Demonstrated comprehensive knowledge and practical application of work-life programs, principles, guidance, and practices in one or more of the following areas (employee relations, performance management, benefits administration, workforce relations, work-life balance, and related support services); Experience developing, implementing, and/or evaluating work-life and related HR initiatives, with the ability to analyze program effectiveness, identify gaps, and recommend improvements; and Experience collaborating across multiple functional areas and providing guidance or recommendations to stakeholders in diverse organizational settings.
