Supervisory Financial Management Officer
What you'd do
The position is located in the Bureau of the Comptroller and Global Financial Services (CGFS), Deputy Comptroller for Standards, Technology, and Reporting (STR), Financial Governance, Reporting, and Standards Directorate (FGRS), Office of Financial Standards (FS). This position serves as the Office Director and serves as the Department's principal authority for enterprise-wide financial management policies, procedures, and standards.
Major duties
Exercises full supervisory and managerial authority over the Office of Financial Standards staff. Directs, plans, and executes the development of worldwide financial management policies, principles, and standards for the Department, engaging in both strategic and tactical financial management policy planning. Represents the Department in interagency forums and working groups on financial management matters and serves as the primary point of contact and Departmental liaison for financial policy and federal assistance financial management matters. Develops authoritative departmental financial policies, procedures, and guidance addressing all aspects of federal assistance financial management, ensuring alignment with all federal and Department laws, regulations, and practices. Oversees specialized financial operations that ensure the integrity and efficiency of consular fee collections and strengthen financial accountability across the Department.
What you need to qualify
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in coordinating financial policy, interprets complex federal regulations, and coordinates with external agencies including the Office of Management and Budget (OMB), Government Accountability Office (GAO), Department of the Treasury's Bureau of the Fiscal Service, Federal Accounting Standards Advisory Board (FASAB), the Chief Financial Officers Council, and other relevant federal financial management organizations. Experience shaping regulatory guidance and collaborates across the Department and the federal government to ensure consistent, aligned, and effective financial management practices. Experience developing authoritative departmental financial policies, procedures, and guidance addressing all aspects of federal assistance financial management, ensuring alignment with all federal and Department laws, regulations, and practices. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
