About the Position: This position is located within a Defense Health Agency Network West office in San Antonio, TX.
Major duties
Oversee training requirements, contract administration and resolves complex operational issues. Determine the most advantageous means to acquire services and/or equipment needed to meet Network program requirements Manage oversight of contracts centralized at the DHN level and ensures the functional points of contact have provided all required documents: quotes, and statement of non-availability waivers. Serve as a business advisor, planning the overall acquisition approach to meet acquisition life-cycle management and customer mission objectives. Analyze complex contracting issues and determines recommended course of action, which may depart from previous approaches. Uses automated financial systems in accomplishing contracting assignments and to ensure the accurate, complete, and timely reporting of budget and accounting data in support of financial audit readiness and preparedness for all MTFs. Resolve complex issues about program operations such as cost analysis, schedule, and contract performance; initiates, supports, or terminates program initiatives per mission changes or program schedule slippages.

Specialized Experience: One year of specialized experience which includes analyzing complex acquisition packages or documentation to ensure accuracy; advising on Government or agency business practices, such as statutes, regulations, policies and procedures; developing pre-award and/or post-award contracts for commercial items; and making recommendations to acquire medical supplies and services through contract solicitations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
