Concessions Management Specialist

This Concessions Management Specialist position will be duty-stationed at Zion National Park in Springdale, Utah. This is a full-time, permanent position with career-ladder potential to GS-09. Major duties
Customer Service and Collaboration: Serves as a liaison between commercial service providers and NPS divisions/park staff. Asset Management: Periodically evaluates concession facilities to evaluate concessioner maintenance plan accomplishments. Business Acumen: Reviews and develops an understanding of information related to concessioner and Commercial Use Authorization (CUA) operations. Monitoring and Evaluation: Critically reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract. Legal Framework: Demonstrates knowledge of relevant laws, regulations, policies, procedures, and contract provisions in order to monitor compliance by commercial service operations. Commercial Services Development: Participates in commercial services planning in order to provide necessary and/or appropriate services through concession contracts and CUAs. Duties will be developmental in nature when filled below the full performance level. Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required. Work Environment: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess one of the following qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing basic analytical work such as cost comparisons, service delivery metrics reviews, or similar analysis; Assisting higher level specialist in reviewing basic contracts, agreements, or other business-related documents; Assisting others in the preparation of business-related evaluations or reports; and/or similar administrative/analytical work supporting business practices. ou must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education (18 semester/27 quarter hours). To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as, but are not limited to, the following: Participating in developing plans for commercial services to provide services through concession contracts and commercial use authorizations; Participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations; Drafting written documents, reports, and correspondence related to concessions and commercial services; Responding orally to inquiries regarding the agency's activities, mission, and goals; Monitoring commercial use authorization providers for adherence to their authorizations; and/or Processing commercial use authorizations. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. Failure to provide this documentation will make you ineligible for this position. -OR- COMBINATION: Successful completion of a combination of education and experience as described above. As an example, I have six months of specialized experience and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement.) .
