Supervisory Human Resources Specialist
What you'd do
This position is located in the Senior Executive Management Office (SEMO), Human Resources Directorate (HRD), Washington Headquarters Services (WHS). HRD provides the full range of military and civilian personnel management support and services to the Office of the Secretary of War (OSW) and several Department of War (DoW) Agencies and Field Activities.
Major duties
Incumbent typical work assignments may include the following: Serves as the Assistant Director for the Senior Executive Management Office, program manager, and subject matter expert for the senior executive management program (e.g., SES, Senior Level (SL), Scientific and Professional (ST)) with full technical responsibility for the formulation, administration, and operation of the program. Plans, develops, coordinates, directs and evaluates the (OSW) executive personnel program. Develops, coordinates and issues regulatory, policy, program and procedural guidance; developing and implementing plans and programs for staffing executive positions; reviewing and evaluating executive resource forecasts, plans and programs, and recommending appropriate action to the Chief Human Resources Officer. Develops strategies, approaches and recommendations for legislative, regulatory, policy and procedural changes to enhance senior executive management operations and effectiveness throughout (OSW) and the (DoW) Agencies based upon program effectiveness assessments. Interprets applicability of regulations and policies to specific situations involving political or other special categories of personnel.

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) Analyzing and evaluating major legislative, policy, regulatory and procedural aspects of human resources management plans and programs; 2) Demonstrate managing and leading a full spectrum of an executive resources program in an agency of wide scope. Build cross-organizational partnerships, advise senior leaders on management issues, provide consultative and innovative HR solutions aligned to mission needs and sustaining a high-performing, engaged workforce; 3) Formulating long-range program plans, goals, objectives, and milestones; evaluating the effectiveness of programs, identifying issues and developing strategies to resolve problems or cope with challenges. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave. Current or Former Political Appointees: Agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level.
