What you'd do

This position leads the Payroll Quality Assurance Team, within the Financial Payroll Service (FPS) at the Financial Services Center (FSC), Department of Veterans Affairs (VA). The incumbent provides program management oversight for nation-wide Payroll planning and operations while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accurately. Performs advisory duties associated with the management and control of resources or funds within the FPS.

Major duties

Major Duties: Achieves quality assurance operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; evaluating production, quality, and customer-service standards. Plans, organizes, and directs the operations of the Quality Assurance Team in collecting, analyzing, and summarizing information in the evaluation of Payroll Services. Provides expert advice on the interpretation of financial regulations and the impact of new legislation or program initiatives. Supervises the work of section employees to troubleshoot system problems and provide solutions. Prepares quality documentation and reports by analyzing, and summarizing information and trends including failed processes, corrective actions, and re-validations. Work Schedule: Mon- Fri 8:00am - 4:30pm Compressed/Flexible: Available with supervisory approval. Telework: Ad hoc telework (situational telework) available as determined by the agency policy. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing and evaluating payroll data, conducting comprehensive analysis and preparing reports to support management decision-making. Advising leadership on strategic opportunities to streamline and enhance payroll processing programs, resulting in improved efficiency and optimized organizational performance. You will be rated on the following Competencies for this position: Administration and Management Financial Analysis Financial Systems Internal Controls Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To be found well qualified, applicants must meet the following qualifications: Leads and supervises a team of GS-09 to GS-11 analysts, ensuring timely, accurate, and mission-critical financial support services are provided to internal and external customers. Independently leads and oversees complex financial management operations across multiple program areas, ensuring compliance with federal regulations, internal controls, and agency financial policies with minimal supervisory oversight. Develops, implements, and evaluates financial management frameworks or standardized processes that improve organizational efficiency, strengthen accountability, and support executive-level decision-making. Analyzes and resolves complex financial system or data integrity issues affecting payroll, accounting, or reporting operations, including identifying root causes and leading corrective action implementation. Provides authoritative recommendations on financial policy interpretation, internal controls, and procedural improvements impacting organization-wide financial operations and long-term program outcomes. Prepares and presents high-level financial reports, trend analyses, and performance metrics used to support leadership decisions, audits, budget execution, and program evaluation at the division or enterprise level. Supervises multidisciplinary teams performing financial, payroll, or accounting functions, including workload distribution, performance management, mentoring, and ensuring timely completion of mission-critical deliverables.
