Major duties
Duties at the GS-09: Administers a variety of special use authorizations (permits, term permits, leases, and/or easements) for a variety of activities. Serves as the primary contact for prospective and existing special use holders and works with them to resolve problems if they arise. Provides technical assistance to field personnel in negotiating terms and conditions for special uses activities to ensure compliance with Agency standards, regulations, and policies. Coordinate with Environmental Division for the preparation of environmental assessment documents Processes special use permits making certain the use to be made of the land is compatible with Forest Service programs and objectives and that each permit fully protects the public interest. Conducts on-the-ground program reviews of special use programs and individual authorizations for compliance with Forest Service policy, terms, and conditions. Maintains SUDS, ensuring special uses data is entered and updated in a timely fashion so data remains reliable. Ensures all special uses records, paper and electronic copies, are maintained consistent with records management regulation and policy. Duties at the GS-11: Administer a variety of special use authorizations (permits, term permits, leases, and/or easements) for a variety of activities, including recreation residences, outfitter/guides, campground concessions, recreation events, communication uses, etc.). Evaluate simple and complex special use proposals according to regulatory screening criteria. Contact the public, other government personnel, and Forest Service specialists to conduct financial and technical capability determinations. Coordinate National Environmental Policy Act (NEPA) analysis, and provide program specific technical advice to interdisciplinary teams preparing environmental analyses and documents to fulfill NEPA requirements for special uses. Process special use authorization renewals, terminations, revocations, or suspensions. Complete appropriate documentation to support action. Propose budgets and work plans based on known and anticipated workloads. Generate and track cost recovery and land use bills for recreation special uses. Query, generates and reviews Special Use Database System (SUDS) reports and user views for use in administration. Maintain SUDS database, ensuring special use data entered and updated timely. Ensures all special use records, paper and electronic, are maintained consistent with Forest Service records policy. Applies various realty laws, regulations and agency policy to assist forest personnel in managing land use authorizations (permits, leases, and easements) and the associated billings for those authorizations.
What you need to qualify
In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-07 level: Applicants must have one year of specialized experience equivalent to the GS-05 grade level. Qualifying specialized experience is defined as one or more of the following: Performed training assignments to gain knowledge of principles and techniques associated with real estate techniques; Assisted with negotiating and preparing realty transaction packages; Researched and extracted real estate ownership data, compiled reports and reviewed simple realty instruments; Received training in land appraisal techniques; Prepared a variety of special use permits from permittees' applications in accordance with manuals, handbooks, and guides; Prepared special use case folders and maintained information in multiple databases. OR One full year of graduate level education related to the position; OR An appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (click the link to determine if you are eligible: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/. For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07 grade level. Qualifying specialized experience is defined as one or more of the following: Assisted higher-level specialists in the administration of more complex special-use authorizations for a variety of activities such as, but not limited to developing special-use permits and writing Operations and Maintenance Plans for recreation residences, linear rights-way, oil/gas pipelines, and electric powerlines; Compiled information for the development of reports on matters such as special-use field compliance inspections, pre-application meetings, and land ownership; Assisted in conducting routine investigations and developing land use fees and billings. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related to the position; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
