Major duties
Duties are listed at the GS-11 grade level. Evaluate potential impact of proposed land use on management, protection, development, and utilization of natural resources, and conformance with plans, policies, regulations, and statutory authorities. Administer all aspects of the special use programs such as permits, easements, linear rights-of-way, private in-holdings, or communications sites. Provide program leadership in the planning, direction, and coordination of land adjustment such as disposal, purchase, exchange, donation, partial interest, condemnation, real estate title preparation, and cost-share agreements. Process special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions as appropriate. Develop and prepare rights-of-way plans and programs for approval. Provide technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions. Provide assistance to unit leaders in the development of plans and budget for administering land uses and/or minerals programs. Coordinate or participate on interdisciplinary teams to develop or review environmental assessment reports and environmental statements. Perform supervisory duties 20% or less of the time.

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07 grade level. Qualifying specialized experience is defined as one or more of the following: Researched lands/realty information such as ownership, water rights, special use permits, or boundary management issues; Applied realty laws, regulations, and agency policy in managing land use authorizations (permits, leases, easements); Provided advice on lands related issues; Performed work related to real estate transactions, which would include acquiring, managing, or disposing of real estate interests, according to Federal laws and procedures. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR An appropriate combination of specialized experience (as described above) and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 grade level. Qualifying specialized experience is defined as one or more of the following: Evaluated, processed, and monitored special use proposals, renewals, and/or existing permits/authorizations modifications (such as transfer of ownership, terminations, revocations, or suspensions as appropriate), some of which may be complex and/or controversial; Coordinated, reviewed, and provided technical direction regarding new permit proposals and administration of existing special use authorizations; Assisted higher graded experts and applied working knowledge of land status in negotiating rights-of-way and/or land acquisition or exchanges with landowners; Resolved technical problems of limited complexity with regard to special uses; permittees; communication sites; trespasses; prepared and processed appraisals, and related reports; Assisted or led environmental analysis studies. OR Applicants must have a PH.D. or equivalent doctoral degree; or 3 years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
