Fish & Wildlife Biologist
What you'd do
This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, Fish & Wildlife Service, Region 1, Oregon Fish & Wildlife Office. This position's duty station preference is Roseburg, Oregon, but there is potential to be located at other U.S. Fish and Wildlife / DOI locations within Oregon/SW Washington (including FWS offices in Portland, Bend, La Grande, Newport, and Vancouver, WA) and at the discretion of management.
Major duties
Some of the major duties you will perform include but are not limited to the following: Primary Service representative to implement ESA Section 7 consultation for land management and restoration projects that may affect listed species in Oregon. Responsible for providing technical assistance to Federal and State agencies and private landowners, writing biological opinions and other technical documents, providing conservation recommendations for timber and energy projects, and coordinating with other Service offices. Provide technical assistance in the area of fish and wildlife resources to Federal and State agencies and Tribes that ensures they are in compliance with Federal and/or State environmental regulation (i.e., Endangered Species Act, National Environment Policy Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Acts, Fish and Wildlife Coordination Act, and Federal Land Policy and Management Act, and others).

All qualifications must be met by the closing date of this announcement - 08/20/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position, you must meet the Basic Educational Requirement and the Minimum Qualification as stated below: Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit transcripts. -OR- B. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education. Minimum Qualifications: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: (1) Conducting moderately complex biological or ecological investigations to determine the impact of projects upon endangered species and their habitats; (2) Negotiating alternative actions or mitigation measures.; (3) Developing habitat conservation or restoration projects; (4) Serving as a technical advisor on the Endangered Species Act for other staff, government agencies, land owners, private interest groups.; (5) Preparing biological portions of environmental assessment/impact statements or comprehensive resource planning reports; and (6) implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues. NOTE: Your resume must contain sufficient information in these areas to be found qualified. -OR- Education: Successful completion of at least 3 years of graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position.. You must include transcripts. -OR- Combination of education and experience as listed above. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
