SUPERVISORY ENVIRONMENTAL ENGINEER
What you'd do
You will serve as a Environmental Compliance Supervisor in the Environmental (EV) division of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Major duties
You will ensure all applicable environmental laws, regulations, policies, instructions and contract stipulations are followed; monitors legal compliance; provides technical guidance, and field assistance investigations, inspections and oversight. You will serve in environmental specialty areas including Water (Drinking Water, Waste Water, and Storm Water) compliance, Air Quality compliance and Other Environmental Liabilities (OEL) program. You will have assignments involving coordination and integration with more than one environmental media and are highly visible and critical to the Navy's public image, future compliance posture, and level of readiness. You will manage and provides technical information on regulations, procedures, policies, methods, technologies, equipment, contractors, etc., for assigned programs and related areas. You will evaluate workload of staff and assigns work to employees based on priorities and schedule, in consideration of the difficulty and requirements of assignments and the capabilities of the employee. You will communicate performance expectations, evaluate work accomplishments, prepare performance plans and subsequent ratings, and make distinctions among employees based on their performance.
What you need to qualify
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Professional Engineer (PE) license is required. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to lead an environmental compliance program and provide expert consultation on environmental compliance products and services in the following program areas: storage tanks, spill prevention, control and countermeasures, facilities response planning, and storage tank management; 2) Ability to manage a staff of professionals including workload planning, distributing, coordinating, and monitoring work assignments of others; developing personnel; providing guidance; effecting disciplinary actions; evaluating and rewarding outstanding performance; 3) Experience developing or leading projects to execute and deliver environmental compliance products and services; 4) Experience working with federal, State, and local regulators, and other organizations, in order to represent the agency in environmental compliance topics; and 5) knowledge of the organization's financial processes/systems in regard to planning, programming, budgeting and execution in order to prepare, justify, and submit requirements for the environmental compliance program budget.
