This vacancy is for a GS-1515-14, Workforce and Personnel Operation Research Analyst (Team Lead) located in the Department of Homeland Security, U.S. Coast Guard, Deputy Commandant for Mission Support in Washington, District of Columbia.
Major duties
You will serve as a Workforce and Personnel Operation Research Analyst (Team Lead) and be responsible for studying and projecting the present and future needs and the formulation of alternative policies and ways of meeting these needs for the utilization of manpower resources for Coast Guard missions, policy, and program planning. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing authoritative professional and administrative guidance and implementation of Manpower, Workforce and Personnel policy in program matters for the development, testing, fielding and sustainment of Agency assets and systems throughout the Agency. Monitoring the progress and providing guidance to other assigned members of the Manpower, Workforce and Personnel Team. Providing and coordinating detailed briefings or policy statements to various acquisition or sustainment programs and other Coast Guard personnel. Conducting front-end workforce operations needs analyses of all surface, air, and shore acquisition projects and develops strategies and procedures in meeting these needs taking into account air & surface integrated support concepts. Identifying Workforce, Manpower and Personnel elements of acquisition and legacy upgrade programs, determines the level of effort required to address Workforce, Manpower and Personnel concerns and formulates budgets to execute Workforce, Manpower and Personnel efforts. What you need to qualify
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. AND To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.. Team Lead Responsibilities - Leading a team of Agency Workforce Manpower analysts, with overall project responsibility as the primary organizational or project representative conducting Service-wide (or major component thereof) studies or projects dealing with significant changes in workforce distribution, positions, or related organizational structures. Workforce Analysis - Serving as a member of Acquisitions Integrated Product Teams (IPTs) and Work Groups, responsible for the determination of the proper quantity and quality (i.e., experience, specific capabilities, and other human characteristics) of positions and contractor man-hours and the organizational structures needed to operate, maintain, and support all systems acquisitions. Workforce Management - Coordinating efforts of personnel working on projects so that goals are achieved in a timely manner.
