What you'd do

This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service. The Service has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation.

Major duties

Specific duties include: Evaluates suggestions presented by field station personnel and recommends for approval/disapproval depending on the relationship of the suggestion to program objectives, current guidelines. Conducts program evaluation and visits to field stations to assist in improving operations and to identify areas where program directives require modification. Prepares white papers, background briefings and in-depth presentations to assist management in the formulation of procedure and policy decisions. Ability to manage and prioritize multiple assignments concurrently and to execute delivery efficiently and effectively. Identifies potential improvement opportunities, and directly link them to business outcomes. Ability to effectively communicate orally in order to provide cohesive verbal information/briefings to senior level management necessary to facilitate agency-wide decision making. Ability to effectively communicate in writing in order to prepare logical, clear and comprehensible reports, policy, guidance and correspondence. Assists in developing and updating procedural guidance for distribution to field offices. Drafts Advisory Letters and/or training letters, writes briefing papers, and answers Congressional and external stakeholder inquiries. Researches Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12, GS-13 FPL. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position. Virtual: This is not a virtual position. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/11/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience a as described below: GS-12 Grade Level: Specialized Experience: This experience must demonstrate the following (1) conducting a wide range of procedure and function areas relate to Education Services to provide recommendations on program operations (2) evaluating the effectiveness of the program and developing strategies for making the necessary improvements (3) communicate and explain complex information about an organization's activities, goals, and policies to diverse audiences. You may qualify based on your experience a as described below: GS-13 Grade Level: Specialized Experience: This experience must demonstrate the following (1) preparing technical departmental policies, correspondence, briefing papers, technical reports, and recommendations for diverse audiences. (2) applying laws, guidelines, regulations and precedent opinions necessary to analyze, evaluate, and make decisions related to Education programs in government or private sector. (3) researching, interpreting, and applying regulations to establish policies and procedures to identify and solve critical or sensitive problems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, Veteran files and similar items.
