What you'd do

This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), Birmingham Regional Office, with duty location in Birmingham, AL. The full performance grade level of this position is a GS-12. Position is outside the Bargaining Unit. Selectee will be expected to report to the office listed above.

Major duties

Major Duties include, but are not limited to, the following: GS-11: Serves as a liaison between regional management and the OASAM Shared Services units (Office of Human Resources, Procurement, Finance, etc.) regarding the regulations, policies, and procedures to address recruitment and placement actions; workplace flexibilities, time and attendance, employee/labor relations; conduct, performance, reassignments; promotions; EEO; incentive awards; procurement; etc. Provides technical assistance to Regional Program Officials and Area Directors in establishing and analyzing/evaluating management objectives for the purpose of assessing and improving effectiveness of the line program operations. Develops procedures and systems such as those designed to prevent waste, loss, unauthorized use of or, misappropriation of assets; work measurement programs and reports; and self-evaluation and other management devices. Serves as a team member at the on-site audits of the regional offices and Area Offices to assure that the offices are administering their personnel and financial responsibilities in accordance with established guidelines. Reviews and analyzes working files, performance elements and standards, and time and attendance records. GS-12: Ensures the proper and consistent implementation and application of policies, procedures, practices, and laws by advising staff throughout the region about various requirements to ensure the Region is in compliance. Plans, develops, and implements a comprehensive regional management analysis system primarily related to administrative management activities within the Region. Obtains data from a variety of sources for analysis using Department of Labor and OSHA information systems. Conducts or directs management surveys and analysis including, but not limited to, regional and field office policy and procedures; organizational structures and delegations of authority; and operations and work relationships. Advises and assists management officials on such matters as internal and external reviews, future staffing needs, recruitment and placement methods, and Federal Personnel policies and procedures. Serve as primary point of contact within the Region for Workers' Compensation related issues. Investigates and reports all serious personal work-related injuries to the Office of Safety and Health and as deemed necessary to the Office of Worker Compensation Program (OWCP). Solves both routine and unique problems through the application of management analysis tools and techniques including special studies with the purpose of improving management systems and organizational development. As the employee progresses, the assignments will become more difficult and complex with less supervision.

You must meet the Specialized Experience to qualify for Management Analyst, as described below. A full year of work is considered to be 35-40 hours of work per week. Qualifying requirements for the GS-11 are as follows: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience are: Utilizing HR-related and/or procurement systems. Assisting managers and support staff with procurement and administrative services. Developing program-related tracking using Microsoft Excel and/or Access programs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position. Qualifying requirements for the GS-12 are as follows: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-09. Examples of specialized experience are: Conducting analysis of work processes for use in evaluating the effectiveness of administrative operations. Communicating both orally and in writing by preparing and presenting information and data to management officials. Participating in administrative planning, policy or decision-making meetings regarding HR-related functions such as manpower, personnel management, or budget. Managing administrative functions such as human resource management, financial management, records management, property management, or training administration. There is no substitution of education for experience at the GS-12 level.
