Major duties
Typical work assignments include, but are not limited to: Performing administrative work supporting senior management in the Office of Human Capital (OHC). Planning and management of procurement activities in OHC. Reviewing productivity measurements for all program areas, monitors complex, challenging or problem areas and oversees implementation of solutions. Planning, organizing, and carrying out analytical studies which may impact major agency programs. Providing advice and guidance and making recommendations regarding complex program management issues which may impact the OHC directly and the agency on a whole. Providing oversight of day-to-day operations and guidance of the branch, including supervising, mentoring, and training employees performing work at the GS-04 to GS-14 level. Establishing program goals, objectives, workload measurements and workload standards ensuring services provided are cost-effective and meet milestones. Planning, organizing, and executing a major, substantive budget for a significant program component. Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of resource objectives and goals. Providing authoritative interpretations of congressional legislation and DHS policies and precedents. Planning, developing, and establishing procurement objectives and contractual strategies. Directing, performing, and/or participating in all phases of the procurement process from requirements, through contract completion. Overseeing the administration of functional contracts and is personally involved in resolving more intricate or complex problems.

You qualify at the GS-15 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing all the following duties: Managing front office and mission support operations for a high-tempo organization, including maintaining executive tracking/reporting systems and internal controls; Coordinating complex taskings with defined roles, milestones, and suspense management for a high-tempo organization; Conducting program development/evaluation studies to improve administrative services for a high-tempo organization; Monitoring and advising on administrative policy implementation and compliance for a high-tempo organization; Overseeing integrated mission support functions (budget, acquisition/contract support, personnel actions, facilities, and correspondence) in direct support of senior executives. Supervising a multifunctional workforce and office operations (e.g., assigning work, setting priorities, developing performance standards, mentoring/training staff); AND Evaluating organizational productivity/workload measures to implement process improvements and increase efficiency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: Current or former GS federal civilian employees, within the previous 52 weeks, applying for a position under the Veterans Employment Opportunities Act (VEOA) must meet time-in-grade requirements. Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
