What you'd do

This position is located in the Office of the Chief Human Capital Officer (OCHCO), Center for Enterprise Human Resources Information Services (CEHRIS), Business Operations, Stakeholder Engagement Department. The incumbent will serve as the Change Management Team Lead/Product Owner responsible for managing the people side of change throughout the System Development Lifecycle for Human Capital Management (HCM) Solutions Modernization services.

Major duties

Leads matrixed teams for HCM enterprise Change Management from design, development, and implementation through sustainment. This includes discovery, planning, execution, and transition to operational activities. The incumbent applies tools and standards to plan, execute, monitor, and control performance for the implementation of enterprise solutions for VA HCM needs as directed by VA CEHRIS management. Provides oversight for Change Management initiatives across the Human Resources (HR) Information Technology (IT) Portfolio and responsibility for supporting employees through HR IT system deployments and maintenance. The incumbent utilizes and implements an evidence-based Change Management Methodology that enables strategic decision-making and facilitates the delivery of end-to-end human capital capabilities for the VA enterprise. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures that each employee has an integral role in developing final team products. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the team and/or individual team members in identifying the parameters of viable work solutions. Demonstrates a mastery of and skill in business requirements and can clearly articulate and quantify, impact, market conditions, policy and technology drivers for requirements. The incumbent clearly documents and communicates contractor performance issues for escalation where appropriate to COR and leadership. This incumbent is specialized in performing duties related to leadership, stakeholder engagement, administering change assessments, change management plan development, communications, training, resistant management, and tracking user adoption across the VA Human Resources enterprise. The incumbent defines the data requirements and specifications in fulfilling identified CEHRIS needs across the VA enterprise which establishes or improves HR business information systems resulting in improvements to governance, information usability, validity, and availability. The incumbent demonstrates a thorough understanding of program goals and objectives and supports the senior technical expert for implementation. The incumbent contributes to the development of the strategic vision for the product and/ or service they are leading, and integrates into team strategies, goals, objectives, work plans and work products and services. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 level in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Providing technical leadership for an organizational change management function or workstream across multiple, complex business or technology initiatives. Leading organizational change management practitioners, including mentoring, establishing work standards, and reviewing work products. Serving as a senior organizational change management advisor to executives, governance bodies, program managers, and cross-functional stakeholders. Developing enterprise organizational change management strategies, frameworks, tools, and performance measures. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences within or away from the worksite. Some employees may carry light items such as papers, folders, books, or laptop computers. The work does not require any special physical effort."
