What you'd do

You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the TECH OPS AND PROD SUPPORT DIV, BUSINESS AND FINANCIAL OPERATIONS DEPT of NAVAIRWARCENAC DIV.

Major duties

You will serve as a senior advisor and technical expert to resolve complex, sensitive, or unprecedented financial management matters across multiple organizational components. You will execute full-lifecycle resource management for assigned programs, encompassing long-range program planning, budget formulation, execution monitoring, and final financial closeout. You will formulate supportable courses of action, budget exhibits, and impact statements to justify and defend funding requirements before senior leadership, customers, and external stakeholders. You will operate with broad independence to interpret vague, incomplete, or conflicting financial guidelines and design new internal procedures or business practices to ensure compliance. You will coordinate with functional specialists, project teams, or comptroller staff to reconcile differing priorities, obtain consensus on resource strategies, and ensure the successful delivery of mission-critical financial products. You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities. You will distribute and balance workload among employees considering skill level or specialization, timeframes for completion, and priorities train or arrange for training of employees. You will communicate clearly both orally and in writing for the purpose of providing information and guidance to team members led and to management or customers at all levels.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Utilizing financial management systems to independently review, validate, and resolve complex transactions, including commitments, obligations, accruals, and funds distribution; 2) Leveraging analytical dashboards to extract and transform data, maintain data integrity, resolve systemic problems, and support internal controls and audit readiness; 3) Applying financial management concepts, internal controls, and compliance regulations to assess policy impacts, evaluate proposed actions, and mitigate financial risks; 4) Formulating, allocating, and executing budgets across diverse funding sources while analyzing financial execution trends, overhead performance, labor execution, and cost recovery; and 5) Preparing, reconciling, and defending complex financial reports, execution reviews, and variance explanations to advise senior leadership and support strategic resource decisions.
