The Office of the Under Secretary of War (Comptroller) (OUSW(C)) is responsible for carrying out the functions assigned by Title 10, United States Code, section 135 and ensuring the utmost economy and efficiency is applied to Departmental programs through sound business management and fiscal control. The position provides seasoned expert-level advice and leadership on financial stewardship and program oversight of these critical workforce initiatives.

Incumbents typical work assignments may include the following: Serves as the preeminent technical authority and enterprise architect for Department of War (DoW) Financial Management (FM) strategic workforce planning. Directs the enterprise-wide architecture, rigorous validation, and strategic evolution of DoW-wide occupational competencies, resolving unprecedented mission capability gaps across the entire financial management community. Monitors and research industry trends to apply best practices to FM workforce. Conducts rigorous analysis of emerging federal legislation, Office of Management and Budget (OMB) circulars, OPM regulations, and DoD directives to determine impacts on the FM community. Provides expert-level consults, lectures, and instructional briefings at advanced DoD schoolhouses, national symposiums, and professional association conferences regarding DFMCP standard compliance and career roadmaps.
What you need to qualify
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service.(experience may have been gained in the private sector) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience: Specialized experience is defined as experience: 1) Serving as a technical authority to direct the formulation and execution of an enterprise-level strategic workforce plan; 2) Designing and managing complex, data-driven models (e.g., Workforce Health Index) to conduct long-range strategic forecasting and analysis of a technical workforce; 3) Authoring and institutionalizing enterprise-wide policy for occupational competencies, professional certification, and workforce development programs; 4) Leading or directing special studies, legislative analysis, and research projects that result in significant changes to federal human capital policies and programs. This experience must be clearly documented in your resume to be considered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
