The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 48th Rescue Squadron Human Performance and Optimization (HPO) program.

Major duties

Plans, organizes, directs, and validates the activities of HPO specialists, ensuring that training complies with legal and regulatory requirements, correlates to industry standards, and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management for HPO program. Represents the unit with a variety of installation and functional area organizations, and works on special projects as directed. The incumbent oversees the training of the tactical athlete in the areas of physical therapy, dietetics, social work, and psychology. Develops and/or revises progressive training materials in accordance with established HPO program objectives.

What you need to qualify

Conditions of Employment cont: Must possess a bachelor's degree from an accredited university program in exercise physiology, kinesiology, exercise science, athletic training, physical therapy, social work, or clinical psychology or other closely related field with curricula focused on the knowledge of comprehensive fitness assessments, physiological adaptations to acute and chronic exercise, contraindications to exercise, strength and conditioning program design, and the social and psychological factors impacting athletes. Master's degree in exercise physiology, kinesiology, exercise science, physical therapy, athletic training, clinical psychology, sports dietetics, social work, or other closely related field is highly desired. Work requires lifting potentially heavy weights over 100 lbs., squatting, sitting, standing, running, jumping, bending and walking with long periods of standing during a typical 8-hour day. It requires strength, coordination, stamina, and safe mental judgment to manage and operate exercise equipment. Physical conditioning must be sufficient to demonstrate and perform various exercise procedures. This position requires the ability to pass an AFFA (AFI 36-2905) at the age-based testing standard for male/female 20-59 years of age. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Medical and Healthcare Series 0601 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of exercise physiology and related health sciences as well as knowledge of the principles and practices necessary to develop, implement, and evaluate multi-faceted programs for elite athlete populations (for example, Performance for Olympic, professional, collegiate level, Special Operations/Special Forces- specific tactical professionals, etc.). Knowledge of safety and security regulations, practices, and procedures. Knowledge of personnel and program management, to include risk management strategies that identify and manage potential risk areas while meeting requirements and balancing cost and schedule, along with ability to plan, organize, and direct the functions and staff of a small to medium sized organization. ***** NOTE: This same experience must be well-described in the application/resume that you complete and submit in addition to answering this questionnaire AND YOU MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of exercise physiology and related health sciences as well as knowledge of the principles and practices necessary to develop, implement, and evaluate multi-faceted programs for elite athlete populations (for example, Performance for Olympic, professional, collegiate level, Special Operations/Special Forces- specific tactical professionals, etc.). 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of personnel and program management, to include risk management strategies that identify and manage potential risk areas while meeting requirements and balancing cost and schedule, along with ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Knowledge of administering programs that include health screening and fitness assessments; exercise prescriptions; progressive individual strength and conditioning programs; proper exercise techniques sufficient to conduct comprehensive strength and conditioning programs; documenting, tracking, designing, developing, implementing, evaluating, and modifying medical and strength and conditioning programs for athletes at different levels, skills sets, and military/sports/backgrounds; and determining all aspects of training cycles and phases over several consecutive seasons/deployment cycles. 5. Skill in conducting research and anticipating changes and new developments in technology and relevant HPO developing appropriate advance plans, and developing and introducing new or revised program objectives, systems, and concepts. 6. Ability to communicate effectively, both orally and in writing, to prepare and present findings and recommendations using application software and programs associated with Microsoft Office. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
