Supervisory Health Insurance Specialist (Deputy Director)
What you'd do
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Quality Measurement and Value-Based Incentives Group (QMVIG). As a Supervisory Health Insurance Specialist (Deputy Director), GS-0107-14, you will serve as an advisor providing strategic guidance on the development, implementation, and oversight of national quality measurement and improvement initiatives.
Major duties
Develop and implements short- and long-range goals and work plans in collaboration with the Division Director. Provide expert guidance to the DQM Director, and the Director, QMVIG, on the development, implementation, evaluation, and ongoing monitoring of clinical quality measures that impact beneficiary outcomes and address priority population. Lead and facilitate collaboration with customers, stakeholders, public interest groups, and private sector partners to support the assessment, alignment, and dissemination of quality measures. Prepares analyses, briefing materials, and recommendations for senior leadership on national reporting programs addressing quality, value-based purchasing, and public reporting. Leads multidisciplinary teams responsible for quality measurement, public reporting, and quality improvement initiatives

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Analyzing systems related to Federal Regulations to provide recommendations or program improvements; (2) Leading the development and implementation of quality measurement, quality reporting, or value-based purchasing health care programs; and (3) Providing technical direction to staff in regards to quality measurement, quality reporting or value-based purchasing programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
