Environmental & Social Monitoring Specialist
What you'd do
This position is located in the Office of Development Policy of the U.S. International Development Finance Corporation (DFC). In this role you will serve as a monitoring specialist responsible for identifying, collecting, and analyzing qualitative and quantitative environmental and social (E&S) performance data to document, assess, and track the E&S performance of active projects in DFC's portfolio.
Major duties
As a Environmental & Social Monitoring Specialist, you will: Monitor the environmental and social performance of DFC projects via desk-based and on-site monitoring by partnering with the Environmental and Social Risk Assessment Financial Intermediaries and Direct Investment teams. Develop and update internal templates and tools for environmental and social monitoring and reporting. Assist with development of procedures for escalation of non-compliances, corrective action and other project follow-up actions and documentation. Collect, synthesize, and report monitoring outputs and data from desk-based and on-site project monitoring. Identify key environmental and social metrics and indicators for data collection and reporting; define targets and Key Performance Indicators for DFC portfolios. Produce high quality written reports and delivers oral reports outlining project, sector, or portfolio findings and recommendations. Assist with developing and maintaining portfolio-level monitoring and tracking systems and with developing system reports on environmental and social compliance status and monitoring activities. What you need to qualify
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following: Experience monitoring international projects/investments across a range of sectors, financial products, and/or risk profiles for compliance with international environmental and social standards, to include site visits and desk-based monitoring; Experience synthesizing environmental and social monitoring data to summarize project or portfolio compliance and performance; and Experience communicating environmental and social monitoring insights to stakeholders through written and oral reports. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
