Major duties

Some of the major duties you will perform include but are not limited to the following: This position serves as the Chief of Administration/Business Manager for the organization assigned. The primary purpose of this position is to manage the administrative and business operations of the organization and serve as the principal advisor and management consultant to the Park or Program Manager and the organization's management team for administrative matters. The incumbent is responsible for advising the organization's management team and staff on all administrative matters within the organization and for guiding management and staff toward effective management of the organization's business. The primary responsibility of this position is to provide accurate and reliable advice on a wide range of administrative functions as these apply to the park or program assigned, either as a personal advisory service to the management team and/or by directing (or obtaining services of) specialists, technicians, and clerical support positions in delivering services to managers and employees of the organization. Responsible for keeping the organization's revenues and spending in balance through sound advice and supervision of the staff of the Administration/Business Office dedicated to budget and financial management. Incumbent oversees the following: payroll and timekeeping, bills of collection, payment of invoices, internal controls and audits, and travel services. Serves as the primary liaison with the centralized HR Talent Group, coordinating the identification and communication of personnel needs and receipt of HR services from the centralized HR offices. Ensures that the Park or Program Manager and management team receives sound advice and guidance on position management through collaboration with human resources, including provision of staffing analysis, succession planning, and facilitation of position management reviews. Provides administrative and technical supervision/direction over subordinate business management/ administration staff.

What you need to qualify

All qualifications must be met by the closing date of this announcement - 08/17/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Develop and revise administrative policies, Standard Operating Procedures (SOPs), and internal controls supporting park operations while ensuring compliance with DOI, NPS, and federal regulations; plan, execute, and monitor organizational budgets using DOI financial systems, tracking expenditures, analyzing funding, and recommending budget adjustments; administer government housing programs by managing assignments, records, maintenance coordination, rental collections, and policy compliance; manage multiple administrative programs, including budget, procurement, travel, property, fleet, facilities, records, and HR liaison functions to improve efficiency and compliance; and serve as the principal administrative advisor by analyzing financial and administrative data, preparing reports, coordinating with program offices, and recommending operational solutions. You must include hours per week worked. -OR- Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, first divide the total months of qualifying experience by 12. Then divide the number of completed progressively higher-level graduate education (that are in excess of 36 semester hours) by 36. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
