About the Position: This position is located at Madigan Army Medical Center in Tacoma, Washington. The incumbent serves as a senior Human Resources specialist responsible for conducting manpower and workforce studies; performing comprehensive analyses of clerical, technical, administrative, and professional staffing needs; leading workforce planning and organizational assessments.

Major duties

Conduct manpower studies, workforce planning and analysis, organizational assessments, and provide placement and advisory services. Utilize automated staffing tools to monitor the status of Request for Personnel Actions (RPAs), extract data, and prepare reports. Review pay histories, evaluate grade and classification factors, and ensure recommendations align with federal pay policy and organizational compensation objectives. Evaluate and recommend incentives, strategic outreach methods, and target recruitment solutions to strengthen the organization’s ability to attract highly qualified candidates. Review work products, identify areas for improvement, and coach team members to enhance proficiency and ensure consistent HR service delivery.

Specialized Experience: One year of specialized experience which includes in providing guidance and technical support to Human Resources (HR) staff; conducting organizational assessments to determine staffing needs; advising management on recruitment strategies and hiring authorities, and performing compensation analyses to support fair and competitive pay decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
