What you'd do

As a HR Specialist (Employee & Labor Relations) at the GS-0201-14, you will be part of the Employee and Labor Relations Division, Office of the Chief Human Capital Officer, U.S Equal Employment Opportunity Commission. If selected, you will be responsible for providing guidance on labor and employee relations issues to several organizational segments in EEOC the Headquarters and in the Field.

Major duties

Provides expert technical advice and guidance to other senior specialists, ensures consistency of Commission-wide actions, and evaluates the adequacy of evidence and specificity of charges. Advises and collaborates with management officials and human resources specialists on issues ofa highly sensitive nature. Prepares adverse and performance-based action proposal notices and final decision letters ensuring that all actions are procedurally correct and in compliance with rules, regulations, policy and case law. Serves as an agency representative on various interagency, intergovernmental, and professional groups of human resources officials focused on systemevaluation and adopting systems deemed appropriate for consideration by the agency. Provides technical support to management teams that negotiate agreements with the recognized employee organization. Consults with the recognized employee organization on the impact and implementation of proposed changes in terms and conditions of employment. Responsible for the contract administration of the collective bargaining agreement (CBA). Evaluates, monitors, and administers the implementation of the CBA. Provides expert counsel and advice to the Assistant Director and participates in the development of short and long range projects and plans. Represents the agency in third-party proceedings, including arbitration hearings, involving complex employee and labor relations matters. Conducts personnel misconduct investigations and prepares findings, reports, and recommendations for management action.

What you need to qualify

For the GS-14: You must have at least one (1) year of specialized experience equivalent to at least the next lower GS-13 grade level in the normal line of progression for the occupation in the organization. Specialized experience includes: Advising managers on employee and labor relations matters, including disciplinary actions, performance, grievances, leave, and federal employment laws and regulations. Interpreting federal statutes, regulations, case law, and agency policies to provide legal guidance and recommendations on employee and labor relations issues. Evaluating employee and labor relations programs, identifying compliance issues, and recommending corrective actions to improve program effectiveness and ensure compliance. Conducting legal research, preparing written legal opinions and guidance, and providing training and technical assistance to managers, supervisors, and HR staff. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
