The Office of Human Resources is seeking a Human Resources Specialist - Staffing. As a Human Resources Specialist - Staffing, you will join the Talent Acquisitions Group (TAG) responsible for providing strategic management support of the SEC's human capital by administering programs, establishing policies, and ensuring compliance with federal regulations.
Major duties
In this role as a Human Specialist - Staffing, you will be responsible for: Managing a staffing program for assigned organizations; Serving as a consultant to hiring managers on best practices in staffing positions, advising them of options for recruitment and hiring, and the hiring process; Evaluating qualifications of candidates, adjudicating veterans preference, and referring best qualified applicants to the selecting official; Providing managers and employees with information and interpretations of the agency's staffing procedures, practices, policies, and guidelines; Analyzing reports to identify historical trends, quality control issues, and offering recommendations based on the data analysis; and Translating analyses of HR data into information that enables the customer to make informed decisions.
What you need to qualify
Time-in-grade for this announcement is one year at the GS/SK-12 level. Applicants are responsible for confirming all required materials are submitted by the closing date of the announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. MINIMUM QUALIFICATION REQUIREMENT: SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level. Specialized experience includes: 1) fulfilling end to end federal hiring to include drafting job analyses and vacancy announcements, evaluating candidates for qualifications and eligibilities, issuing selection certificates, and coding personnel actions; AND 2) advising and providing recommendations on federal staffing and recruitment strategies (including hiring authorities such as merit promotion, delegated examining, and direct hire) to support managers in meeting organizational hiring needs; AND 3) applying and interpreting federal staffing and recruitment policies, laws, and regulations to ensure hiring processes are compliant with merit system principles.
