Pharmacy Benefits Management (PBM) provides leadership for pharmacy activities in the Veterans Health Administration (VHA), and provides advice and support regarding pharmacy issues to a wide variety of stakeholders including Veterans, the Under Secretary for Health, VA Medical Center Directors, and clinical staff across the system.
Major duties
The incumbent will provide leadership as the National Program Manager (VistA Pharmacy Interface Applications) by improving and sustaining the quality and effectiveness provided by clinical informatics systems. They function as the lead program manager for VistA Pharmacy Interface Applications and are responsible for developing, maintaining and evolving VistA Pharmacy Interface Applications under their purview. They are responsible for gathering data from field facilities by working with consultant groups on design concepts and reporting to PBM leadership and VHA leadership and ensuring that VistA Pharmacy Interface Applications will meet all VA requirements. This role also will need to be prepared to do clinical decision support work for the federal Electronic Health Record. Work Schedule: Monday - Friday 8:00AM - 4:30PM Telework: Available Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate and highly qualified candidates with assigned space to work in-person from an agency worksite. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. English Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grade Determinations: In order to qualify for the GS-14, you must have one year of experience equivalent to the next lowest grade (GS-13). This typically included, but is not limited to: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. They may have held supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must also demonstrate the following KSAs: Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Preferred Experience: Three years of Pharmacy Benefits Management (PBM) Clinical Informatics experience; experience as application coordinator for the Advanced Medication Platform (AMPL) Pharmacy Graphical User Interface (GUI) and Medication Order Check Healthcare Application (MOCHA); experience with MUMPS programming and pharmacy software development; and demonstrated ability to identify, analyze, and resolve software functionality issues during testing and system implementation.
