What you'd do
This position performs technical duties as a Paramedic (Basic and Advanced Life Support Services). In addition to performing all the duties and responsibilities of a Paramedic, the incumbent will, as a regular and recurring part of their assignment, exercise supervisory authorities and responsibilities over the Ambulance Services Program (ASP). Incumbent will have technical and administrative authority over all positions assigned to the ASP to include EMTs, Paramedics and Lead Paramedics.
Major duties
Duties to include but not limited to: Oversee/monitor all aspects of the Ambulance Services Program (ASP).Evaluates procedures/techniques of patient care for compliance with emergency medical service protocols. Plans the work of the ASP employees, setting and adjusting both short and long-term priorities and goals. Creates, adjusts, and approves ASP employee schedules as well as reviewing and approving leave requests in accordance with VA policy and ASP workload needs. Incumbent will prepare forecasts of funds needed for equipment, materials, and supplies of the ASP. Incumbent shall provide advice on emergency medical service care, system delivery, and on the interpretation and application of policies, regulations and directives. Develops, implements, and/or recommends organizational policy, planning, and procedural initiatives related to Ambulance Services. Takes corrective action to improve the quality and quantity of work and resolves problems not covered by precedents or established policies related to Ambulance Services. Incumbent ensures the operation of an effective system of internal controls by periodically reviewing internal control measures, initiating needed revisions, and evaluates procedures/techniques of patient care for compliance with emergency medical services protocols. The Supervisory Paramedic interviews candidates for ASP positions and recommends appointment, promotion, or reassignment to such positions. Incumbent observes workers' performance, develops performance standards, and conducts work performance critiques related to the performance of Ambulance Services. Provides informal feedback and performance evaluations for all ASP subordinates. Incumbent resolves formal and informal complaints not directed towards themselves. Prepares and recommends awards or bonuses for subordinate positions and changes in position classification. Develops work improvement plans related to Ambulance Service personnel and effects routine disciplinary measures as necessary. Incumbent provides advice and counsel to workers related to work and administrative matters concerning the ASP. Incumbent assures that subordinates are trained and fully comply with the Department of Veterans Affairs Emergency Medical Services and Nationally Registered Emergency Medical Technician training programs. Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening. Determines and prioritizes appropriate medical treatment/procedures and need for additional assistance. Supervisory Paramedics shall perform patient triage and take/r Incumbent performs physical examinations and obtains patient history, assesses status of patients neurological system, cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness. Supervisory Paramedics shall have broad knowledge and skills sufficient to provide and gather information on the human body structure, function, illnesses and diseases, and the treatment procedure supporting patient charting and goals for the assigned patient for the purpose of communicating with the patients and nursing/medical staff members. Operates or utilizes various emergency vehicles and emergency/medical equipment, tools and supplies which may include ambulance, extrication tools, blood pressure cuff, cardiac monitor, glucose monitor, defibrillator, endotracheal tube, external pacing device, 12 lead EKG airway equipment, intravenous pump, laryngoscope, oxygen terminal, pulse oximetry monitor, CPAP, auto-ventilator, medical supplies, radio communications equipment, and general office equipment. The Supervisory Paramedic selects the most efficient route to and from sites, taking into consideration traffic patterns, health facility locations, etc. Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems. Incumbent shall have skill and familiarity with emergency and patient transport vehicle characteristics to safely operate the vehicle under adverse weather and/or traffic conditions to provide emergency and patient transportation. Shall have skills to read highway maps, program GPS devices, read and follow instructions in order to locate and complete assigned tasks.The Supervisory Paramedic provides a thorough safety inspection and operator maintenance (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure, etc.). After each trip the incumbent will ensure the vehicle is ready for the next run replacing supplies and sending any disinfecting equipment per hospital protocol. Work Schedule: Variable tours of duty to include weekend and holiday requirement. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - There are FOUR (4) Selective Placement Factors (SPF) that have been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.-NOTE: Basic life support (BLS) & advanced cardiac life support (ACLS) certifications - Must be submitted with your application package. Must possess a valid/current state issued license/certification for eligibility for employment (Paramedic). Must possess and maintain current Basic Life Support Provider (BLS) Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration). Must possess and maintain current Advanced Cardiac Life Support Provider Certification (ACLS). (CERTIFICATIONS REQUIRED to receive credit for further consideration). Possess a valid and unrestricted state driver's license. (Please DO NOT provide driver's license. We may not accept pictures. This requirement will be verified during interview). There is an English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Responsible for the overall management and supervision of the emergency patient transportation and Ambulance Service Program (ASP) for a Veterans Affairs Medical Center; Develops, coordinates, and implements programs, budgets, policies, regulations and emergency response procedures; Technical advisors to management on all matters pertaining to emergency medical services and ambulance transportation matters; Evaluates the work performance of subordinates and creates performance standards; Plan the tasks and assignments of all ASP staff, set and adjust short and long-term term priorities for ambulance service duties.. Physical Requirements: This position involves extended periods of heavy moving and lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined areas. May be required to spend prolonged periods in protective breathing apparatus and protective closing during chemical, nuclear, biological, or hazardous materials incidents/exercises. Employee may be exposes to infection and contagious diseases, and may involve exposure to patients who are intoxicated, under the influence of drugs, or mentally unstable resulting in belligerent and sometimes violent behavior.
