Management Analyst (Operations)
What you'd do
This position is located in the Executive Services Directorate (ESD), Washington Headquarters Services (WHS). ESD provides comprehensive knowledge management and visual information services to the Office of the Secretary of War (OSW), and executes federally mandated programs implementing the Freedom of Information Act, the Privacy Act of 1974, the Federal Records Act, and Executive Order 13526, Classified National Security Information.
Major duties
Incumbent typical work assignments may include the following: Directs complex, enterprise-wide business operations and organizational mission activities-including budget management, resource allocation, risk mitigation, human resources, internal controls, and task management (CATMS)-acting as the principal advisor to the Director and Deputy Director of the Executive Services Directorate (ESD). Develops, implements, and monitors executive dashboards and performance metrics to evaluate the efficiency and effectiveness of ESD missions; utilizes advanced data analysis to resolve highly complex, precedent-setting issues involving financial management, legislative mandates, and operational policies. Conducts high-priority management studies, process improvement analyses, and special projects, preparing comprehensive decision/issue papers and business cases to streamline organizational structures, improve cost-effectiveness, and align DoD/DoW operations with long-range strategic plans. Leads cross-functional working groups and coordinates high-level, quick-turn actions across multiple internal and external organizations, validating divergent viewpoints and presenting data-driven courses of action to resolve controversial, unprecedented, or complex enterprise-wide challenges. Prepares and delivers high-level executive briefings, reports, and justifications for senior DoD leadership, responding to Congressional, governmental, and public inquiries while providing strict quality control of all strategic correspondence and materials submitted to the Director and Deputy Director for approval.
What you need to qualify
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience: Directing and overseeing complex, day-to-day administrative and business operations (e.g., budget/resource management, internal controls, human capital, and strategic planning) for a senior executive or command-level leadership team; and Leading cross-organizational working groups to conduct complex management studies, workflow analyses, or business process re-engineering initiatives that resolve operational problems across an enterprise; and Providing quality control over executive correspondence, decision memos, and Congressional inquiry responses, while managing the rapid routing and coordination of high-priority taskings across multiple internal directorates and external interagency stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
